The Crown:

legally, in Canada the Sovereign is the head of state. Simply as the Sovereign’s representative, this Governor General is the Commander-in-Chief of Canada’s armed forces. The Governor General also performs a number of ceremonial functions, which represents Canada in state visits abroad and in other international events. Those persons appointed are generally chosen by the federal Cabinet. These are generally referred to as Governor in Council or Order in Council appointments.
The Queen’s representatives at the provincial level are appointed by the Governor General. They are supposed to execute the same role as the Governor General at the federal level.
Thus the Governor General is responsible for the selection of many official of diplomatic and judicial positions.
