The Monarch as represented by the Crown rarely uses its power, however keeps those who manipulate them from becoming too powerful. Simultaneously, the Crown diverts favourable popular feelings away from politicians who might abuse their power. That is why the term often associated with the Crown – The Sovereign. The Queen holds the sovereignty in Canada, and she represents Canada and its people, and also assures that no politician acts in an illegal manner. Still at the same time, just to assure the maintenance of responsible government, the Crown is subject to the advice of its ministers.

Having the Queen as the Canadian Head of State may seem a bit obsolete but it is good for Canada to keep the status quo. We are a nation of rich history; a tapestry woven with royal threads from France and Britain. The Queen is a physical reminder of that past. She helps connect us to our history, providing us with a basis for our Canadian identity and our cultural heritage. With each Royal visit there is a swelling of national pride that is not common in Canadians. We tend to leave the patriotism to our southern neighbours. People line the streets by the thousands to catch a glimpse of our Queen, waving Canadian flags and singing “Oh Canada.” Rarely does an event spark that type of national unity and pride. The Queen connects us to who we were and who we are.
Role of the parliamentary government:
Besides the romantic reasons for keeping the Queen as head of state, there are a few practical ones. The Queen, as head of State, is a non-partisan person who protects the parliamentary system. The Queen or her designate ensures that the principles of parliamentary government are observed.
It was widely speculated that the move was to avoid a vote of non-confidence concerning the Conservative’s budget bill; however, as the Governor General only Jean had the power to suspend parliament and it was her duty to uphold the constitution in the name of the Queen. Also, the Governor General is seen as an unbiased observer who can act when needed.
